Nearly one year after the implementation of New Hampshire’s bell-to-bell cell phone law, educators and school leaders report that the change has been effective in reducing distractions in the classroom and improving student focus. Nearly 80 percent of teachers recently surveyed about the first year of implementation said that the new policies in their schools were either very effective or somewhat effective at reducing distractions; about 88 percent of school administrators agreed.

Governor Ayotte has signed HB 1300 into law. This is the latest attempt by anti-public education lawmakers to arbitrarily cap school budgets by requiring tax cap votes on the General Election ballot in November of 2026 and 2028.

Today, Governor Ayotte signed SB 430 into law.

New Hampshire Governor Kelly Ayotte has vetoed SB 434, a book ban bill that jeopardized students’ access to books, performances, and other school materials based on the personal politics or beliefs of one person. This is the second book ban bill the Governor has vetoed; in 2025, she rejected HB 324.

Today, the New Hampshire Legislature adopted the Committee of Conference report on HB 1300. As amended, this bill is the latest attempt by anti-public education lawmakers to arbitrarily cap school budgets by requiring tax cap votes on the General Election ballot in November of 2026 and 2028. This bill next goes to Governor Ayotte for her action. Today’s vote follows previous failed efforts to arbitrarily cap local school budgets, including HB 675 (which the House defeated in January) as well as annual school meeting votes across the state in March of 2026 and March of 2025 to cap local school budgets.

Today, the last legislative proposal to mandate statewide open enrollment in New Hampshire failed to advance as the Senate tabled HB 751.

The New Hampshire House voted 127-222 to not concur with the Senate amendment on HB 1792, a classroom censorship bill.

Today, the New Hampshire Senate passed HB 1792 with an amendment. This classroom censorship bill would make changes to the existing “banned concepts” law that is under appeal in federal court after a lower court has already deemed it unconstitutional. HB 1792 goes back to the House next, for a vote to concur, non-concur, or request a Committee of Conference.
